In order to run M16C Renesas drivers on windows 7 64-bit you can fo the following:
1) Go to: http://www.microsoft.com/windows/virtual-pc/download.aspx and follow the instructions on how to setup Windows Virtual PC with windows XP.
(The user will have to download a 500mb file, and another virtual pc file installation file.)
2) Load the M16C Renesas drivers inside the virtual PC:
Once you have XP running use the flash development kit to install USB Renesas E driver then made windows manually look for the driver within Device Manager.
Note: The Renesas board would not be picked up within the Windows 7 device manager, but I was successful in the virtual desktop
of Windows XP. The virtual desktop is windowed or maximized onto the Windows 7 desktop and all HEW processes and compiling worked without a problem.
Note2: This should work for 32-bit version but hasnt been tested.
Note3: Thanks to Christopher DeLeon for these instructions!
